“I strongly disagree with the position tha t the HOA Board should remain neutral. The HOA Board has a responsibility to its residents to represent both their health and welfare. Clearly if th e 30-foot wall is built outside the gates of Solivita\, we will see major issues echo back on the residents of Solviita who live along our northern border.
\n
\n
They will experience:\n
Increased noise pollution from the 27\,000 trucks and cars who will be using the elevated Expressway to bypass Orlando.
\n
\n
All of us will experience increased pollution from these 27\,000 cars and trucks. In an aging community with many people experienci ng lung and heart health complications\, this will only increase the negat ive health impacts on the residents.
\n
\n
Hom e values will drop with a major highway running by these homes without any barriers planned at the street level because Polk County says it doesn’t build sound barriers or walls. The only sound barrier that will be built is at the top of the 30 foot wall\, which will do nothing to offset the no ise pollution that will echo back on Solivita as the road noise hits the 3 0 foot wall supporting the elevated expressway.

\n
We have a responsibility now to test noise and air polluti on factors to know what our current numbers\, so we have the scientific pr oof of the negative impacts of this elevated highway if built. Builders o f highways do have a responsibility to build walls if the noise levels rai se after the construction of the roadway\, but we have to be able to prove the increase.
\n
\n
The board must not stay n eutral\, but instead must protect the residents of Solivita to the best of its ability to impact the plans for the elevated highway.
